Have you ever been pissed when your telephone number has had to be changed. China a country with similar population has 11 digit mobile numbers while India has 10 digit mobile numbers. Is it timidity of the "planners" or failure of regulatory authorities. Its the usual story everywhere, freeways, electricity generation, bandwidth, telecom, urban growth, sewerage the trends visible to the rest of the populace somehow miss the bureaucrats in their ivory towers.

it is not a big problem
cell phone having 10 digit is not a big problem. by the time we reach 1 billion connections something better than cell phone will come and cell phone usage will decrease same like landline usage have decreased. so dont worry

We live in an artificial scarcity
India has a similar population as China. On the face of it it looks like 10 digits should be sufficient for a billion phones and we'll never hit a billion phones in India. But a few digits actually being used to identify mobile(9), operator or circle so we practically have only a fraction of the billion numbers available right now. And if mobile is actually very successful(say 500 million+ mobiles) then we'll soon run out of numbers and it would require an extremely painful renumbering and a huge loss to businesses.
You can get similar examples of such shoddy planning in every area in the Indian government's functioning.
Take urban renewal for example, is the government planning for 900million people living in cities or the government thinks people would forever live in villages and forever commit themselves to subsistence farming.
We can still have 999.999
We can still have 999.999 million ( one less than 1 billion) mobile numbers with 10 digits. and after that is over, we can start having mobile numbers starting from 8 or 7 or so on..
10 digits => total of 10 billion numbers..so worry not
